BPC Group is pleased to have the potential opportunity to support the Naval Sea Systems Command (NAVSEA) under our SeaPort Enhanced (SeaPort-e) Multiple Award Contract (MAC).  SeaPort-e is a multiple-award umbrella contract that lets the US Navy and Marine Corps use an integrated approach to contracting for support service, and is the Navy’s electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA) allow competition of service requirements between the multiple award contract holders.

BPC Group meets the small business size requirements for this contract under the NAICS service code of 541330, and recently graduated from the SBA 8(a) program as of December 2010.  BPC Group is a minority-owned Small Disadvantaged Business (SDB).  BPC Group is an established small engineering, geology, information technology (IT), and computer modeling services business since 1995.  BPC Group’s SeaPort-e contract covers all 22 functional areas in five geographic zones (Zone 2 through Zone 7) as identified by the SeaPort-e program.  BPC Group Team partners includes Applied Management Corporation (AMCORP) and Zapata Engineering (Zapata Incorporated or Zapata), who have direct experience in completing task orders under SeaPort-e contracts.

One of our key strengths is our experience in consistently achieving cost effective solutions to complex problems.  Of particular relevance to the SeaPort-e functional areas is the unique combination of experience and expertise of our staff acquired from working with diverse industries enables us to employ interdisciplinary and phased approach to projects, which generally yields cost savings and less turmoil. BPC Group has the depth and breadth of experience to dynamically support Seaport-e programs in all 22 functional areas.

QA/QC

BPC Group emphasizes continuous quality improvement concepts and processes as part of the corporate culture.  Our organizational processes and quality management procedures are ISO 9001:2000 and SEI-CMMI Level 2 compliant.  BPC Group’s quality assurance (QA) approach involves continuous risk management process, which includes identification, assessment, control and monitoring of risks that would help ensure success in on-time and within budget delivery, while solving client business needs and mitigating the NAVY SeaPort-e Customers’ risks.  BPC Group’s quality control (QC) program involves three critical components: assigning the correct personnel to each task; conducting the reviews necessary to ensure correctness and accuracy of products; and measuring and monitoring quality.  BPC provides professionals that are consistent with the customer needs and requirements and seeks approval of the client to ensure compatibility.  BPC implements a variety of review processes that guarantee the overall technical quality, accuracy, credibility of our work, and best value to our customers.  The BPC Team’s quality management approach is carried out for this contract by our program QA/QC manager, who directly reports to the program manager.  Overall quality and successful delivery of each and every task order is the responsibility of the program manager, who works with task managers and team member subcontractor companies to deliver the best value work products.  BPC fully integrates its Core Team Members into the planning, scheduling, and reporting requirements for both seamless and transparent overall operations and for each task.

BPC Group SeaPort-e Teaming Partners

Zapata Engineering (Zapata) is a large and full service architecture and engineering firm with an existing SeaPort-e prime contract.  They are headquartered in Charlotte, North Carolina with other offices in Colorado, Nebraska, and Hawaii.  They also have an OCONUS office in Peru, South America.  Zapata is a graduate of the SBA 8(a) program with experience in Navy contracts for SeaPort-e Customer agencies, and a number of small and large value existing federal contracts.  Their capabilities include A/E services, base infrastructure support, munitions response, hazmat and restoration, modeling, and IT services.  Zapata supports all SeaPort-e functional areas.

Applied Management Corporation (AMCORP) is a small engineering and IT firm with headquartered in Crystal City, Arlington, Virginia.  Their capabilities include engineering, design, software, and technical support services having direct experience with SeaPort-e customer agencies.  AMCORP currently has an existing SeaPort-e prime contract with awarded task orders, and supports all SeaPort-e functional areas.

Marc Enviro Services, Inc. (MES) is a small environmental engineering firm headquartered in Omaha, Nebraska.  Their capabilities include a broad array of environmental compliance, engineering, and occupational safety and training that support federal government clients.  MES maintains an existing GSA EAS 899 Schedule contract that was recently reissued, and has served as prime and subcontractor to the federal agencies including DoD, USACE, DOA/USFS, and DOI/NPS.
